Stimulus Funds Aid Minority Serving Institutions

In the months since the federal stimulus act was passed, released funds have supported renewable energy research and highway projects, as well as helped extend unemployment benefits.  Along with these more publicized aspects of the American Recovery and Reinvestment Act of 2009, stimulus funds are also supporting biomedical research on health issues disproportionately affecting minorities, and programs assisting minority students interested in biomedical careers.

The National Institutes of Health received $10 billion under the act. As of early October, over $5 billion had been awarded from these funds, with information about grants made available on a website (http://report.nih.gov/recovery/arragrants.cfm).  A search of the site revealed a number of grants given to minority-serving institutions.  Chantal Vella, an assistant professor in the department of kinesiology at the University of Texas, El Paso, a Hispanic serving institution, is one recipient of funding to support research on health problems affecting minority groups.  Vella is studying characteristics of metabolically obese but normal weight Hispanic women.  She explained that people with this problem have insulin resistance and may have a clustering of cardiovascular disease risk factors despite having a normal body weight.  Because they are a normal weight, they are not aware that they are at risk.  Identifying at-risk women and treating them early, Vella noted, “would have a tremendous impact on quality of life, severity of disease at diagnosis and overall public health.”

Vella received $99,000 in stimulus funds, which supplements an earlier grant of $333,000 to support work on the project from July 2008-2011.  The stimulus funds provide money to purchase equipment and increase research staff hours to ensure the study can be completed in the original three years, she added.

Funds from the stimulus act are also supporting programs that benefit minority college and university students. California State University, Los Angeles, a Hispanic serving institution, was awarded a total of $355,000 to support two programs helping minority students succeed academically, particularly in pursuing biomedical careers, according to the NIH’s website.

Michael Gaines, professor of biology and assistant provost of undergraduate research and community outreach at the University of Miami at Coral Gables, which is also an Hispanic serving institution, was awarded a grant of this kind.  Gaines will receive $362,000 over two years to support the university’s Bridges to Baccalaureate program, which partners the University of Miami with a local community college, Miami Dade College.  The partnership has been funded since 1993 by four successive Bridges to the Baccalaureate awards from the National Institute of General Medical Sciences.  The university is currently in the second year of an ongoing five-year grant.

Gaines says the majority of the funding from the earlier grant went to the University of Miami. After realizing that the economic downturn was more severely affecting the community college, he decided the vast majority of the stimulus monies should be used there.  “I felt that they needed the money more than we did based on the economy,” he said.

While the program has long been funded, the stimulus money allows it to grow.  Through the new grant, the program has expanded from three campuses at the community college to four, and an additional 20 students are expected to become Bridge scholars.  This funding also allows a program, called peer-led team learning in which advanced students become workshop leaders for younger students, to be expanded to the community college student body.

“As a result of the stimulus money, we are able to increase the impact for all students, not just the Bridge scholars themselves,” Gaines said.

Some minority serving institutions received funding both for programs and for research.  For example, Morehouse School of Medicine, a historically black university, was awarded $210,000 for cholera research and a total of $900,000 for two programs to assist students, according the NIH. California State University, Fullerton, which is a Hispanic serving institution, was awarded $44,000 for a project to reduce preventable cancer incidence and mortality among five Pacific Islander communities, and $64,000 for a program to recruit and prepare students for careers in biomedical science.
